Submission on RBNZ consultation on crisis preparedness

Payments NZ has made a submission on the Reserve Bank of New Zealand's consultation on the crisis preparedness package supporting implementation of the Deposit Takers Act 2023. The consultation proposes a new framework for managing deposit takers in financial distress, including arrangements to support continued access to deposits and critical banking services.
The submission focuses on the implications of the proposed framework for payment systems and payment system operators, including participant access, risk management, participant default arrangements and the ongoing operation of critical payment infrastructure. It highlights the importance of ensuring payment system operators can continue to meet their access, risk management and financial market infrastructure obligations throughout recovery and resolution processes.
