Submission on Strengthening the Resilience of Aotearoa New Zealand’s Critical Infrastructure System

In June 2023, the Department of Prime Minister and Cabinet released a discussion document on strengthening critical infrastructure in Aotearoa New Zealand.
We made a submission in response to the consultation, drawing on our own experience as kaitiaki of the payments system.
We submitted that because the ability to make and receive payments is fundamental to participation in society, payment systems constitute critical infrastructure and must be resilient in their design and operation.
We govern the payments industry in collaboration with a range of stakeholders and we consider this approach may be appropriate for the development of other critical infrastructure.
