Submission on the RBNZ’s ESAS Access Review

Payments NZ made a submission on the Reserve Bank of New Zealand’s (RBNZ) Exchange Settlement Account System (ESAS) Review on its risk assessment framework, which looks at access to ESAS accounts. A key operational requirement for Participants of our clearing systems is the ability to use ESAS to send, settle, and receive files.
All applicants to join our clearing systems must engage with the RBNZ in relation to their access to ESAS as part of the application process. Taking this into consideration, this consultation provided an important opportunity for Payments NZ to consider the correlation between the RBNZ’s requirements and our own requirements for admission to our clearing systems.
